​Over the 29 years since MOFD was formed in June 1997, Orinda's and Moraga's property tax bases combined have increased 3.5 times.  However, Orinda's has increased 4 times while Moraga's has increased "only" 3 times.

Over this same period the populations of the two cities have grown moderately and at the same rate and the service provided to the two cities has also remained constant (three stations with nine firefighters in Orinda and two stations with eight firefighters in Moraga).

The result of increased tax revenue from Orinda (relative to Moraga) with unchanged level of service is that Orinda residents are now paying 70% more per firefighter than Moraga residents.
